anchors thaw

Thaw the project: work resumes.

Undoes the 'anchors freeze': removes the freeze from anchors.yaml, deletes the
ruleset and closes the issue.

The commit and the push go out with --no-verify for the same reason as the freeze: while the
remote still says 'frozen', the hooks would refuse the thaw itself.

Usage

anchors thaw [flags]
