anchors queue

List live tasks (the work the watcher queued).

Shows the pending and claimed tasks — the work the watcher queued
on seeing changes. It is read-only; it claims nothing.
The conversation AI and the human use this to KNOW what there is to do, without
committing. To take work, use 'anchors next' (ideally in a worker/subagent).
