anchors reclaim

Return to the queue the tasks stuck in claimed (dead worker).

Moves back to 'pending' every task left 'claimed' — typically orphaned
from a worker that died without closing with 'done'. Run it after a crash so the
work does not stay stuck. The tasks become pullable by 'anchors next' again.
